خلاصه : The arrival of modern technologies into the education system is an issue which has received a lot of attention from domestic officials and policy makers in recent years and despite paying attention to it in policies, it is still regarded as an important issue due to the development of technologies and the arrival of new equipment such as tablets into education area.On the other hand, the process of developing intelligent equipment in education is also controversial and its pathology can be of considerable importance for future policymaking. Additionally, the experience of other countries regarding the exposure to new technologies in the area of education can be useful for policy makers' more attention and getting model from them.The current research was conducted with the aim to discover factors affecting intelligent building. After collecting and studying intelligence related-research studies conducted in recent years, and extracting their factors, the effective subsystem diagrams and causal loop cycles were depicted based on the relationships mentioned in these research studies using dynamics of systems approach. In this process, 72 factors were extracted from related research studies. In the following, by depicting cycles and using decision making trial and evaluation (DEMTAL) technique, the experts in the new technologies area gave score to 49 factors existing in cycles based on Likert scale and selected 12 leverage factors which in addition to being highly effective on other factors, they had the most interaction. These factors include "the budget for smart equipment development and employee empowerment", "the quality of policymaking, legislation and planning toward using ICT in education", "The amount of production and the quality level of ICT services and content", "the instructor's motivation and ability to produce digital content" , "providing smart equipment for schools based on modern technologies", "the level of support and companionship of education authorities towards the development of ICT and its effectiveness in education", "the amount of attention to modern educational styles and development of teaching methods based on modern technologies", "the amount of participation and investment of private sector", "the suitability of physical space for intelligent building and attractiveness of learning environments", "the learner (learning) literacy level", "the level of facilitation to access to diverse resources", and "the authorities' media training and literacy level regarding the use of ICT".In the final step, based on these leverage factors, the existing cycles and policies of intelligent building in Iran, and studying Finland and Japan's policies in the exposure to new technologies, the policy-related recommendations to expand new equipment have been offered in the educational tablet-specific form.
