خلاصه : AbstractOne of the manifestations of industrial life is growing urbanization, which has created and exacerbated various problems such as lack of housing. As a country in transition from an agrarian economy and a traditional society into an industrial economy and a civil society, Iran has faced the emergence of urban problems, particularly in the housing sector, since the 1960’s. As a result, the importance of housing and urban planning in line with sustainable development and within the framework of national, regional and urban planning has increased unprecedentedly. It is therefore necessary to utilize planning techniques and strategies for solving the problems of citizens and providing a quiet, green, secure and comforting environment for them. Zanjan city, as one of the largest cities of North West Iran, is not an exception. According to the State Census 2011, Zanjan city’s population was estimated at 388,796, which had increased 7.4 times compared with the first census. The present paper aims to study and analyze housing in Zanjan in four stages including: 1.Evaluating the status of quantitative and qualitative indicators;2.Planning for housing the city’s population in line with urban sustainable development;3.Evaluating the status of housing in accordance with the principles and criteria for sustainable housing;4.Predicting housing supply and demand for the prospect 2031; and;5.Detecting the strengths, weaknesses, threats and opportunities in housing.The present study is an analytical and applied research project in terms of its nature and procedures. Data were collected via field studies (interviews, questionnaires, observation) and from Zanjan Province’s Census and Statistics Bureau. For data analysis, we used the SPSS software product, population and housing forecasting models, and SWOT analysis. The findings indicate that qualitative and quantitative indicators in Zanjan have had a growing trend. However, qualitative indicators are relatively in a better condition compared with the national average, which shows the significance of sustainable urban development. The economic situation and housing prices are unstable in Zanjan as it is faced with a critical shortage of housing units against the increasing number of households. With the increasing demand for housing, prices in the housing market have increased in the city. Considering the population forecast and the decreasing family size for the period 2011-2031, there is a need for 60,091 residential units. Based on the construction estimate for this period and considering past housing trends, 48,905 residential units will be built. The results of analyzing the housing situation in Zanjan considering the measures and criteria for sustainable housing from the perspective of residents show that they are averagely satisfied with their residential units except for economic housing criteria (as in the second hypothesis suggesting unstable economic indicators). An overall assessment of the housing situation indicated that internal and external positive factors in Zanjan city are of a high potentiality. Therefore, we selected the strategy of controlling for negative factors since it deploys a logic based on internal and external positive factors (strengths and opportunities) to minimize or neutralize internal negative factors (weaknesses) and external negative factors (threats).Keywords: sustainable development, sustainable housing, planning for housing, qualitative and quantitative indicators, Zanjan city.
