Politics and government during the reign of Imam Ali (pbuh) is considered a unique government in Islamic history. First, the rule of Imam Ali was after a relatively long period of tripartite caliphate with the specific characteristics of each ruler, which caused a strange consequence in the short and long term in the Islamic world. Failure to pay attention to the divine commandment and the promulgation of the well-known prophet of Islam on the immediate caliphate and imamate of Imam Ali (as) in Islamic history was the beginning of the thoughtful transformations of government and government among Muslims. During the Third Caliph of Othman, tribal neurosis and the multiplication of wealth dominated the hands of a minority that was alien to the spirit of social justice of Islam and religious doctrines. During his reign, Imam Ali (pbuh) faced unjustly with three civil wars from the distorted area and extremists and privileged ones. In this era, Imam Ali (as) had to adopt two active and reactive approaches for the proper regulation of social affairs and the establishment of justice among people. The subject of this research is to deal with the functions of the government in point of view of Imam Ali (as) with regarded to both reactive and reactive approaches from the Imam. It should be noted that during the five years of the reign of Imam Ali (as), more than that, Imam (as) has the opportunity to fully and comprehensively govern, Imam made the framework or model of the rule of government and important functions of the government based on the teachings of Islam and the practical behavior of Prophet. In this research, we tried to address the main question that the most important functions of the government in point of view of Imam Ali (as) with regard to the two areas of action and reaction based on which components? The important achievements of the study of the are authenticity of social justice, the preservation of the rights of citizenship all walks of life, adherence to the obligations and blending of morality and politics in the policies and government of Imam Ali (as). The functions of the government are also recognizable and traceable in the light of the efforts of Imam Ali to the fundamental principles.
