خلاصه : The aim of this study is to analyze the discourses about the strategy of succession in the Ministry of Cooperative, Labor and Social Welfare. The sampling method was purposeful and the data collection method was the interview with 13 managers of the studied organization, documents and governmental and organizational texts. Data analysis has been done by critical discourse analysis using the Fairclough's Model in three stages of description, interpretation and explanation.At the descriptive level, the apparent characteristics of the texts, including experimental, relational and expressive values of words, grammatical aspects, polarization, etc., were analyzed. The most important findings in relation to words were 416 positive codes and 222 negative codes, which were defined after classifying 68 positive focal words and 53 negative focal words. Regarding the grammatical aspects, polarization and the use of the pronouns "we" and "they" are important findings of this stage. In general, the pronoun "we" refers to a group that supports values such as meritocracy and succession planning, and "they" refers to people inside or outside the organization being studied who support anti-values such political manipulation, relativism, meritocracy, irresponsibility, maintaining the status quo, and ... because of profiteering.In the interpretation stage, text interpretation, situational context, and defaults were analyzed. The most important findings of this section are the study and analysis of discourses on the subject of succession planning, which includes discourses supporting and strengthening succession planning such as meritocracy, developmentalism, motivation, continuity of organizational life, introspection, justice, interactionalism, processing, Agreeing culture, managing support and disambigution, and competing discourses and weakening succession such as avoidance of meritocracy, avoidance of development, straw motivation, organizational life threat, extraversion, avoidance of justice, avoidance of interactio, fragmentalism, opposition culture building, resistance/indifference of managers and the ambiguity that has formed around the two main discourses of strategic approach and political approach to key jobs and appointments. Also, the analysis of situational context suggests that the role of the managers of the studied organization in relation to succession has not been largely supportive and active.In the explanation stage, using the findings of the previous stage, the relationship between the current situation and macro levels was analyzed and found that at a higher level, issues related to political, economic, cultural, legal and administrative system have overshadowed the failure to succession planning. These issues are the elements of the basic knowledge of individuals that are manifested in discourses and are the result of the production of the dominant social structure and system, and also its reproduction. The political system and its dominance over other systems as the most important social processes and thematic such as relativism, political pressures and negativepolitical behaviors have been the most important institutional processes determining the discourses. Also, at the social level, discourses are largely passive and do not seek to change power relations. At the institutional level (except at the level of political managers), discourses seek to change power relations by emphasizing strategic attitudes toward appointments and the elements around them, such as meritocracy, developmentalism, and so on. Finally, it can be said that the domination of the political system over other social systems and related processes is a factor that can, above all, change the subject of appointments and succession planning in government and governing systems
